Board positions
We are recruiting two new Directors to strengthen the Foundation's fundraising and donor relations. These are working board positions for people who can help broaden our donor base and open new funding sources.

The Normandy Park Police Foundation (NPPF) is a Washington nonprofit corporation and 501(c)(3) public charity that supports the Normandy Park Police Department (NPPD) and the community it serves. The Foundation funds programs and equipment that fall outside the Department's normal operating budget; under its Bylaws, Foundation funds may not supplant any portion of the NPPD or City operating budget.
Current program areas include community safety, disaster preparedness, Blockwatch, Shop With a Cop, and community outreach. The Foundation is governed by a volunteer Board of Directors of five to thirteen members and has no voting membership.
The opportunity
The Board is recruiting two new Directors to strengthen the Foundation's fundraising and donor relations capacity. The Foundation's income today comes almost entirely from individual giving and community events, and a small number of donors account for a large share of that income. The Board is seeking Directors who can help broaden the donor base, build a sustainable recurring-giving program, and open new funding sources, including foundation and corporate grants, which the Foundation has not yet secured.
These are working board positions. New Directors will be expected to take an active role on the Fundraising and Events Committee or the Finance/Operations Committee and to contribute directly to donor cultivation, stewardship, and event planning.
Priority experience
The Board is placing particular weight on candidates with demonstrated experience in one or more of the following areas.
Donor management and stewardship
- Building and maintaining donor relationships, including major and sustaining donors
- Managing donor records, acknowledgment, and recognition programs
- Designing or operating recurring monthly giving programs
- Reactivating lapsed donors and workplace giving streams
Fundraising
- Planning and executing fundraising events and community campaigns
- Developing individual, corporate, and business sponsorship relationships
- Researching, writing, and managing foundation and corporate grant applications
- Setting fundraising goals and reporting results against them
Nonprofit experience
- Prior service on a nonprofit board or committee, or in a nonprofit staff role
- Familiarity with 501(c)(3) governance, fiduciary duties, and conflict-of-interest practices
- Experience with nonprofit budgeting, financial reporting, or program evaluation
- Communications, marketing, or community outreach for a nonprofit
Candidates are not expected to have experience in every area. The Board is looking for two Directors whose combined backgrounds cover these needs. Ties to the Normandy Park community, and to its educational, business, labor, and civic organizations, are also valued, consistent with Article III, Section 3 of the Bylaws.
Responsibilities of Directors
Directors share general charge and management of the affairs, funds, and property of the Foundation (Bylaws Article III, Section 8). In practice, each Director is expected to:
- Attend Board meetings, which are held at least quarterly, including the Annual Meeting in the first quarter of each year
- Attend the Foundation's official events
- Serve on at least one Standing Committee: Finance/Operations, Fundraising and Events, Governance and Board Development, or Grants/Programs
- Make a personally significant contribution of time or resources to the Foundation (Article III, Section 16)
- Participate in donor cultivation, stewardship, and fundraising activities
- Review financial reports and the annual budget, and vote on expenditures and policy
- Act in the Foundation's interest, disclose any conflict of interest, and observe the Bylaws' restriction on donor privileges from the Police Department (Article VII)
- Maintain confidentiality of donor information
A Director who misses more than three Board meetings or official events may be subject to removal (Article III, Section 16).
Eligibility requirements
Under Article III of the Bylaws, a candidate must:
- Be at least eighteen years of age (Section 3)
- Not be current Normandy Park Police Department personnel (Section 5)
- Not be an elected official of the City of Normandy Park (Section 5, as adopted June 13, 2019)
- Not cause more than forty-nine percent of the Board to be "interested persons" as defined in Section 14 (persons compensated by the Foundation within the previous twelve months, and their close relatives)
An amendment to Article III, Section 5 has been proposed that would permit elected officials to serve, subject to a cap and conflict-of-interest recusal requirements.
Term, time commitment and compensation
- Term: two years, staggered so that approximately half the Board is elected each year; Directors may be re-elected for successive terms (Article III, Section 6).
- Meetings: Board meetings at least quarterly, including the Annual Meeting in the first quarter; special meetings on 48 hours' notice; remote participation permitted (Article III, Sections 10 and 11).
- Committee service: at least one Standing Committee, meeting as set by the committee.
- Events: attendance at the Foundation's official events.
- Compensation: none. Directors may be reimbursed for reasonable expenses incurred on behalf of the Foundation as authorized by the Board (Article III, Section 4).
- Liability coverage: the Foundation purchases Directors and Officers liability insurance annually and indemnifies Directors to the fullest extent permitted by law (Article VIII, Sections 5 and 6).
Selection process
Candidates are nominated through the Governance and Board Development Committee, which presents nominations to the Board (Article IV, Section 3.C). New Directors are elected by vote of the Board, either at the Annual Meeting or at a Board meeting called to fill the seats (Article III, Sections 5 and 7).
- Send a brief letter of interest and a resume or summary of relevant experience, using the form on this page.
- Meet with members of the Governance and Board Development Committee and the Treasurer to discuss the role and the Foundation's fundraising priorities.
- The Committee presents its recommended candidates to the Board for a vote.
- New Directors are seated upon election and receive an orientation covering the Bylaws, the current budget, and the committee assignment.
